Frank O. Bowman, III, is Associate Professor of Law at Indiana University School of Law -- Indianapolis. He has also taught at Gonzaga University Law School in Spokane, Washington, and the University of Denver College of Law. He entered teaching following 17 years of practice as a federal and state prosecutor and a private practitioner. Mr. Bowman is a graduate of Harvard Law School. He’s a former Special Counsel to the U.S. Sentencing Commission, and the author of a number of articles on federal criminal practice.

Roger W. Haines, Jr., is a noted government prosecutor who was assigned to the Sentencing Commission for six months and has specialized in federal criminal appeals for 16 years. He is co-author of Federal Sentencing Guide and Ninth Circuit Criminal Law Reporter (James Publishing, 1994) and the Federal Sentencing Guidelines Handbook (Shepard’s McGraw-Hill, 1994). Additionally, Mr. Haines is a former member of the Ninth Circuit Rules Committee and serves on the Board of Advisors of the Federal Sentencing Reporter.
