Judge Owen Lee Kwong is presently assigned to the Alternate Dispute Resolution Department of the Los Angeles Superior Court. Previously, he was assigned to a direct calendar fast-track civil trial court. He has presided over civil, criminal, delinquency, dependency, and probate proceedings and has sat on assignment (pro tem) on the Court of Appeal.

Judge Kwong was appointed in April 1989 to the Los Angeles Municipal Court by Governor Deukmejian and elevated in January 1993 to the Los Angeles Superior Court by Governor Wilson. He was the Supervising Judge for the central arraignment courts, Los Angeles Municipal Court and Supervising Judge for the East District Juvenile Court, Los Angeles Superior Court.

Judge Kwong worked as a Deputy Attorney General, California Department of Justice, as a Supervising Deputy, Antitrust Section, as an acting Assistant Attorney General for various periods, and as a Special Assistant to the U.S. Attorney in antitrust matters. He is admitted to the California Bar, numerous Bars of the Federal District Court, Federal Courts of Appeal, and the United States Supreme Court.

Currently licensed as a pharmacist, Judge Kwong worked as a pharmacist, including supervising pharmacist, at the University of California Medical Center and as Interim chief pharmacist for Kaiser Permanente, Sacramento, California. He received his law degree from School of Law, University of California at Los Angeles (UCLA) and his pharmacy degree from the University of Utah.

Judge Kwong has been a member and chair of the Judicial Council, Civil and Small Claims Advisory Committee; Chair, Legislative Issues Committee; member Liaison Subcommittee on Statistical Reporting, Judicial Council Court Administration Advisory Committee; CJER, Planning Committee Civil Law and Procedure Institute; and State Bar Judicial Advisory Committee on Legal Forms. He is a member of Southern California Chinese Lawyers Association, a member and former president of the California Asian Judges Association, California Judges Association, and California State Advisory Committee, United States Commission on Civil Rights. He is a recipient of Commendation from the State Bar of California for pro bono legal services and “Public Service Award” for pro bono legal services.

He has consulted on various books and periodicals. He has lectured on numerous subjects including Mediation and Settlement, California Insurance Conference, Insurance Allocation Litigation Conference to both national and local audiences of judges and attorneys. Judge Kwong specializes in the mediation and settlement of complex cases.


Robert F. Kane graduated Phi Beta Kappa from the University of California, Berkeley with joint degrees in history and conservation of natural resources. Mr. Kane received his J.D. from the University of California, Davis, King Hall School of Law, where he was an editor of the Davis Law Review and was elected to the Order of the Coif. He is admitted to the California and Hawaii bars, and to practice before the United States Supreme Court.

Mr. Kane practices civil and criminal trial and appellate litigation with his firm, Rockwell & Kane, located in San Francisco, California. Mr. Kane is also an Adjunct Professor of Law at the University of California, Hastings College of Law where he was named a teacher of the year in 2003. In addition, Mr. Kane serves as Judge Pro Tem for the San Francisco Superior Court and is a member of various Superior Court Arbitration and Mediation Panels. Mr. Kane is a member of various professional and community organizations, speaks frequently at seminars, has published numerous articles, is active in pro bono work, and has received many awards in connection with these activities.


Donald G. Rez is a principal and founder of the San Diego based law firm (with an office in Las Vegas, Nevada) of Sullivan, Hill, Lewin, Rez and Engel. He has practiced in San Diego since completing law school and being admitted to the California bar in 1978. He was born in San Antonio, Texas, in 1953. He received his B.A., with highest honors, in 1975 from the University of Texas where he was Phi Beta Kappa. He graduated cum laude from Harvard Law School receiving his Juris Doctor in 1978. He was an Editor of the Harvard Environmental Law Review, 1977-1978. Mr. Rez is a member of the American Bar Association and is a Fellow of the American Bar Foundation. He was one of the United States District Court for the Southern District of California Lawyer Representatives to the Ninth Circuit Judicial Conference (1991-1994) (Chair 1993-1994).

He has handled all types of commercial lawsuits including: trade regulation and antitrust matters (he was a student of Professor Phil Areeda at Harvard Law School); breach of contract; franchisor/franchisee matters; lender liability cases; malpractice; intellectual property and RICO cases. He has been involved in complex and sophisticated multi-district litigation and his antitrust experience has involved claims of virtually every kind.

He has published numerous articles, has served as an adjunct professor of law at California Western School of Law, and has been on the faculty at NITA.
